Apra Harbor Wharf Improvements

Healy Tibbitts Builders, Inc. along with Joint venture partners, Watts Constructors LLC and Obayashi Corporation formed Guam MACC Builders, A JV, successfully completed the Navy’s $89 million P-204, Apra Harbor Wharf Improvements Phase 1, Naval Base, Guam project in January, 2014. This Design-Build/Design-Bid-Build wharf improvement project restored and upgraded a large wharf complex that was badly damaged from a magnitude 8.2 earthquake in 1989. The scope of the Project included installing a new king pile/sheet pile bulkhead wall, anchor wall and tie-back system, concrete pile cap, stone column soil improvements, storm bollards, mooring hardware, driven concrete pile fender system, and new foam filled fenders for ship berthing.
The project received an “OUTSTANDING” Final Performance Rating from the client, U.S. Navy and was honored with the 2015 Alliant Build America Awards at the AGC 2015 convention.
